In the course of the nineties, the association of the terms environment and development became possible in Ajaccio, some thirty years after the rest of French territory, even though the population is deeply attached to this long-standing issue. Why then, in 2001, the coming to power of a new municipality impulse a change of direction? Simple idea on a program or real emergence of a public policy, the environment becomes a key factor of urban development of the municipality? The analysis of the emergence of this public policy integrates a global and institutional dimension, while highlighting the preponderant role of municipal, state and associative actors in the construction of interpretation frameworks for the protection of the public.
