The urban hierarchies of the different countries of the world seem to obey "laws" (Zipf, Davis, Moriconi-Ebrard) which show remarkably balanced structures. We have demonstrated (Rebour, 2000) that the origin of cities was rooted in the imbalances of the long economic cycle. How to resolve these contradictory proposals? It is the growth of land rent, proportional to that of the urban population, which allows the rebalancing of urban hierarchies. Only a particularly high capital intensity in the largest cities could break this constraint. The elevation of the habitat, which is the concrete form of capital intensity, thus explains the exception of metropolitan hypertrophy, compared to the "laws" of Zipf and Davis.
