With the end of the GDR, the local governments of the now "new" federal states were built, based on models from the old federal states. This book explores the cultural side of this transformation. From the perspective of the actors, the collective self-descriptions of administrative employees are reconstructed. This happens for the first time in comparison with time. In 1992 and 1996, employees of the city administration of Frankfurt (Oder) were asked about the following topics: room for maneuver and qualifications, relations with the citizens, colleagues and supervisors. The study examines the stability of patterns of perception and interpretation used by respondents to describe themselves and their administrative world.

Dr. rer. pole. Karsten Rogas conducted research at the Social Science Research Center Berlin and at the Freie Universität Berlin on the East German transformation of public administrations, banks and savings banks. He was a scholarship holder of the graduate program of the state of Brandenburg and received his doctorate in 1998 at the University of Potsdam. Today, he works as a research assistant in the field of general sociology at the University of Potsdam and is involved in the management of public and private companies as part of a research project of the Deutsche Forschungsgemeinschaft.
