Recent years have been marked by the rise of information and communication technologies (ICT) in all areas of activity. These ICTs promise effects that are not often systematic. Thus, a reflection on use behavior deserves to be advanced to understand why the expected objectives are not always achieved. The use is a complex concept and raises questions as to the meaning as on its measurement.
