The history of cities is marked by the succession of crises and disasters in which the question of risks, which have not ceased to diversify, becomes more visible. The phenomenon of natural hazards particularly marks human history and the analysis of disaster records shows that floods are the most frequent and the most devastating. This research project proposes to revisit the issue of risks through a special attention given to floods. By focusing on work on vulnerability, it is a question of identifying and analyzing its natural and anthropogenic factors. Structured in three parts, this book analyzes the human activity within the framework of a system within which the natural environment, the economic factor, social attitudes and prevention policy interact to determine vulnerability. The Languedoc-Roussillon region, chosen as a field of study, perfectly illustrates the interweaving of "geographic," "demographic and socio-economic" and "institutional and politico-administrative" vulnerability factors in this vulnerability.
