In a context of questioning the legitimacy of public action, the optimization of local management can no longer be based solely on a logic of budgetary and financial control, but must lead now to focus on the scope of interventions and their purpose, the modes of action and the means used, the operational management of the activities and the resources mobilized. To this end, the introduction of control, monitoring and evaluation of local public organizations and actions seems to be able to meet the needs of decision support. The main hypothesis is that the sources of these three logics are to be found in the too tight separation in which they are confined. The proposed improvement path is then, on the one hand, articulate steering and evaluation by considering the evaluation as a deepening and widening of the observations produced by the piloting; on the other hand to combine control and control by ensuring the appropriation of control measures by the function in charge of the steering and by declining the stakes of the control in the mechanisms of operational follow-up.
