As much as its use is immoderate, the notion of good governance is charged with ambitions in all directions in the various fields of political and legal science, so much so that it poses the question of its meaning and scope. In this respect, while highlighting its vague nature, this work proposes to demonstrate the strong ideological foundations of the paradigm of good governance. Indeed, a dictate formulated by the World Bank for the attention of developing countries, it becomes the leitmotif of neoliberalism conveying, all over the world, a state model called minimal and effective. However, this model is, indirectly, a redefinition of state-market-civil society relations in a sense that lacks normative and conceptual implications. So, although it is devoid of any epistemological mark, the notion of good governance is today the typical register to characterize emerging forms of public action at the state level as well as infra and supra-state. From the outset, good governance is the emblem of a profound transmutation of politics.
