This book provides an analysis of daily fluctuations in crime during the major disruption caused by a power outage during the January 1998 ice storm in Quebec. In particular, we focus on the main causes that can impact daily crime patterns. On the one hand, the deterrence generated by a massive mobilization of the police, the institutional altruism attributable to the intervention of the public authorities in the support of the victims and the social altruism generated by the conduits self-help and solidarity measures imply a downward impact on crime rates. On the other hand, the relative frustration of the victims and the criminal opportunities provide for an upward impact on crime rates. The book therefore examines the merits of each of these causes on daily fluctuations in crime during the ice storm.
