Local development can not be decreed; it is the result of a co-construction between the different types of actors (public, private, associative); however, these often lead non-cooperative games. Intermediation devices are often needed to get them to build cooperative and creative games. For twelve years, Georges Dhers has worked for the Partner Clubs to Act and then, as part of the National Institute of Local Development, an action research project which shows how this type of device can be created and animated. He drew on the humanities and social sciences to show how an ethic of creative communication underpins these devices and makes possible the development of people through a high quality of interpersonal communication.
