Local authorities are increasingly faced with citizens' expectations and the institutional injunction to contribute to sustainable development. Businesses and other organizations are also called upon to contribute to the challenges of the United Nations Conferences on Environment and Development. But communities are key players in the face of these challenges. They are enjoined to implement a local Agenda 21, strategy and action plan whose difficult diffusion only partially integrates all the issues of sustainable development. The approach developed here contributes to the conceptual and methodological framework for steering local Agenda 21s. It emphasizes the need for methods adapted to communities and to strategic territorial management, in a broader movement of convergence of principles and tools of management of public and private organizations, to which seems to contribute sustainable development. The developed tool is a finite piloting aid product, intended to be used in conjunction with other relevant tools, allowing communities to better develop and justify their choices and actions.
