Book Description
This book presents a synthesis of the literature on inter-organizational collaboration and proposes an analytical framework that links theory to the implementation of public interventions and collaboration. To validate this analytical framework, we conducted an evaluation of the implementation of the new provisions of the Youth Protection Act (YPA), implemented in 2007 in Quebec. We have been specifically interested in the amendments concerning the collaboration of CJM-IU with its external partners. The analysis shows that the new provisions of the YPA have not significantly affected collaborative practice. Collaboration relies on front-line staff, hence the importance of individual factors. Furthermore, the dimensions of the collaborative process, as defined in our framework, are not met. Following our analysis, we concluded that it would be more appropriate to speak of coordination of services between CJM-IU and its partners than collaboration or partnership.
