Brazil has experienced a period of proliferation of partnerships, during which the Brazilian state has undergone profound institutional transformations, which have not always been accompanied by social transformations. It was also a time when the transfer of responsibilities from the national government to the local governments took place through the decentralization and municipalization of public policies. Among the transformations that have occurred, new forms of cooperation between actors have emerged, reshaping relations between public actors and social actors. The dynamics of relations between actors in Brazilian cities has been strongly felt in the area of ​​housing. This work is the result of research on the urban governance of housing in Brazil, which focuses on the transformation of relations between social actors in the field of housing. It responds to the study of the Council of the Municipal Housing Fund of the city of São Paulo, from its creation in 1992 until its abolition in 2001.
