The question of a balanced budget is open to any community that is concerned about its financial sustainability. At the Swiss level, the Confederation has put a brake on indebtedness, while the cantons have developed over time various mechanisms to contain or even eliminate their financial deficits. The study firstly describes the situation of cantonal balanced budget mechanisms. These systems are analyzed and classified according to two aspects: their degree of budgetary rigor on the one hand and the way in which they incorporate the cyclical situation on the other hand. An empirical analysis of two cantons shows that their respective equilibrium models clearly contribute to the sustainability of the finances thanks in particular to a high degree of budgetary rigor, but are tendentially procyclical. The last part of the study is devoted to the design of an ideal model of balanced budget rules. This publication is aimed as much at people in touch with the problems of balanced budget standards as for researchers and students interested in the sustainability of the public finances of any community.
