Book Description
The Marshall Plan after the Second World War was the source of inspiration for official development assistance (ODA). Niger and Mali are part of the bloc of poorest African countries that benefit from this system. These countries were then feeding, hoping to get out of misery. But, after half a century, these countries are vegetating more than ever in the extreme precariousness. The various initiatives have been a resounding failure. But, there is a paradox: these countries display during the process an ever increasing growth rate. The result is rather unfortunate than happy, poverty instead of falling, is growing. The place of education and health is central to the different levels of the process. It should be analyzed how the "PRSP" differs from "PAS" in this sense. OF a part in the implementation of the new policies, the quantitative aspect was put forward, on the other hand, the politicization of the ODA, its instrumentalization, question its neutrality and its finality. Only responsible help, with responsible leaders who will not be complicit in this "take it or leave it" system, can contribute to the socio-economic take-off of these countries.
