With some of the lowest birth rates in the world, some regions of Quebec are experiencing a concrete problem of a net loss of youth living on the outskirts of major cities. The consequences are multiple: lack of qualified employees, decrease of services, passive territories, etc. However, this phenomenon seems widespread in many OECD countries according to similar variables, related to the attraction of the big city, in particular. The peripheral zones of these different countries take all sorts of initiatives to counter the phenomenon and / or the effects that result from it, initiatives that may be similar or different from those in Quebec. Here we present not only an image of the migratory phenomenon in itself, but we also analyze the perceptions of local actors who are trying, by different means, to attract and bring young people back to their territory. We compared two regions with similarities: Burgundy (France) and Saguenay-Lac-Saint-Jean (Quebec). It will discuss the different strategies of youth retention, return of migrated youth and establishment of neorural.
