The metropolitan dynamic is intensely marked in Tunis by a movement of strong displacement. This is the mobility of decision-making centers, considered as a relevant developer to decipher the recompositions of an emerging metropolis. A geographic biography survey of 341 centers allowed the reconstruction of their trajectories and the establishment of an SSSTL. The behaviors are strongly contrasted (fluidity vs viscosity) and the geography of the flows has led to a territorial hierarchy (areas with high attractiveness and repellent zones). This spatial duality is confirmed by the preferences expressed by decision-makers where the qualitative factorial system predominates over rational logic. Finally, the Frequency analysis of the transfers reveals a periodisation emphasizing the conjunction between four phases of mobility transition and the effect of context. A reflexive relationship exists between local and global processes. It is a territorialization of globalization where the global frame of reference is considered as the engine of the dynamics of the contemporary urban space.
