Considered as the economic heart of Brazil, the State of São Paulo presents an extensive and developed land transport network. However, the diagnosis that can be made and the approach to the problem pursued for decades by the authorities, reveal many nuances. The policies involved betray the wills and difficulties of finding a balanced approach to the transport system. To function, it must take into account elements as diverse as the road and rail networks, passenger and freight transport, public administrations and private companies. From the saturation of the historic traffic routes, inherited from the railway epic and the coffee economy, to the hegemony of the road mode, what were the choices to develop a seemingly efficient transport tool covering the territory? We realize that there are distortions, physical and institutional.
