Book Description
The book analyzes the linkage strategies that take place between the actors involved in the construction, operation and maintenance of Argentine routes between 1989 and 2009. For this, there is a difference between the design of the regulatory policy (regulatory model) and the implementation of that model. The analysis of the adopted model is centered on the level of problematization of the regulatory question and the position of the privileged actors during that stage. Meanwhile, the implementation is studied through the level of fragmentation of the organizational functions and the autonomy of the regulatory agency, as well as the role played by the control agencies and those responsible for defining the sectoral policy. We also work on the market characteristics of large infrastructure works, the degree of concentration of the sector and the ability of these entrepreneurs to exert pressure on decision-making. The general question is why different models of works concession show, despite articulating different incentive structures, similar results in terms of quality in the provision of services.
