By way of examining 12 foreign policy cases under four coalition governments that took office in Turkey between 1991 and 2002, the author analyzes the "battle of ideas" that took place in these settings among those who represent different worldviews. The end result is a framework that delineates the conditions under which ideas come to play important role in shaping foreign policy and how that effect takes place.
