In recent years, local governments went through a process of redefining their roles and incorporated into their public agendas new social problems in a context of state reform and decentralization processes. In many cases the municipalities had to change management models and generate new channels of relationship with society through the promotion of citizen participation tools, including strategic plans, participatory budgets and neighborhood councils. This book compares the citizen participation policies of three municipalities in the province of Buenos Aires (Argentina). It is investigated how the theme of participation is introduced as a public policy, identifying the foundations and meanings that these participatory policies assume for the different actors involved and the implementation stages are described. Regarding the results, real progress and limitations regarding participation, impacts and learning achieved in society and in local management are analyzed. "
