The role of local authorities in the organization of the public electricity service is a little known area of public action because of the symbolic weight of EDF in France. However, the municipalities and their intermunicipal union groupings, which have played a historic role in the electrification of the national territory, have retained important prerogatives as granting authorities of this public service. The departmental unions of electricity have thus become places and tools of a discreet power for the elected officials who are in charge. The geopolitical analysis of relations between local authorities and electricity reveals the diversity of actors and the strength of their representations. Taken in the double movement of the liberalization of the markets of the energy and decentralization, local authorities aspire to strengthen their skills. In addition, decentralization is accompanied by a rise in power of local energy policies and a conflict of scales and territories on the "good" mesh to drive these policies.
