Book Description
This work explains the causes that led to the appearance of the postulates of the new public management (NGP) in the public agencies of Latin America, as well as the particularities of this administrative paradigm. In addition, the degree of progress of the NGP in the Mexican public administration is analyzed, specifically in the port reform. The bibliographic and documentary exploration, the interviews with officials responsible for managing the ports of Mexico, as well as meetings held with their clients, constituted the methods used in the execution of this work. The book corroborates that the traditional model used in the public administration of the region, due to its inefficiency and inattention in the management of resources, lost its legitimacy. In the case study, it is observed that the new management scheme basically coincides with the guidelines of the NGP, so its application is one of the reasons why adequate results have been achieved. However, models such as the NPM should not be seen as a panacea, since it is not possible to mechanically import administrative models due to cultural and organizational factors. "
