Book Description
This work questions the existence of a link between water transfer and socio-territorial inequality. The reflection is based in particular on the problems created in the areas that donate water and water-receiving areas. To verify this hypothesis, we analyzed the water transfer project of the Sidi Salem Dam (Béja governorate, Tunisia) at the Diar El Hojjej safeguarding area in the Nabeul region. Our analysis reveals that the water management policies and water transfer projects that accompany them are part of a centralized management of water resources that aims to reduce the regional imbalance of water resources. between interior and Tunisian coast. Water being a public good, its transfer is considered an instrument of national solidarity. Nevertheless, this water transfer program has created new socio-economic and environmental problems. The success of the water transfer project remains relative, and our case study highlights the need to include this type of program in a more global context, taking into account their implications for both donor and beneficiary areas.
